Every specification division from 02 through 49 addresses specific trades, materials, and systems. Division 01 sits apart. It establishes the procedural framework that governs all of them.

The stakes are real. A poorly written submittal procedure causes review bottlenecks. Missing quality assurance language leaves the architect without tools to reject nonconforming work. Incomplete closeout requirements mean the owner takes occupancy without critical operating manuals or warranty documentation.

Where Division 01 Fits in the Project Manual The project manual has a specific hierarchy. Bidding requirements come first (invitations, instructions to bidders, bid forms), followed by contracting requirements (agreements, bonds, certificates), then general and supplementary conditions, and finally the specifications organized by division. Division 01 opens the specifications and sets the procedural foundation for every division that follows. Division 01 does not describe products. It describes procedures. Every section within Division 01 applies across the entire project, not just to one trade. When a mechanical contractor opens Section 23 to find HVAC requirements, the submittal procedures, quality control expectations, and closeout documentation rules from Division 01 already apply. ## Submittals (Section 01 33 00) Submittals are contractor-provided documents that demonstrate compliance with the contract documents before materials are fabricated or installed.
