Client review cycles, third-party testing requirements, and regulatory submissions each introduce waiting periods that the project team cannot compress through extra effort alone.

Client reviews depend on how quickly the owner's decision-makers can convene, evaluate design documents, and provide consolidated feedback. Testing requirements, from geotechnical investigations to environmental assessments, depend on laboratory turnaround times, field conditions, and the availability of specialized consultants. Regulatory submissions move at the pace of the reviewing agency, and that pace varies wildly depending on jurisdiction, project type, and the agency's current workload.

The ARE tests your ability to recognize these external dependencies and plan around them. A project manager who builds the schedule without float for plan review cycles or who assumes the building department will turn around permit comments in two weeks instead of six is setting the project up for delay claims and frustrated clients.

On the PjM exam, expect scenarios where you need to identify which schedule delays are within the architect's control and which are not, and what contract provisions should address those differences. You'll also need to understand how risk allocation principles apply when external factors cause timeline disruption. The goal isn't just knowing these factors exist; it's knowing how to build a schedule that anticipates them and how to respond when they take longer than expected.
